Local owners want to restore customer service in the property service industry by improving responsiveness and on-time delivery.

Local owners Jonathan Arnold and Ray Wolff say they want to restore consumer confidence in the property service industry.

“I bought a home during the COVID-19 pandemic and had the worst experience trying to hire home service contractors,” Arnold said. “They would either not show up when they said they were going to or not show up at all. And, I heard from others who had tried to hire contractors that this was a common practice. I want Top Rail Fence St. Charles to be a contractor that does what we say we’re going to do. We’re setting out to change the opinion about contractors in the St. Charles community.”

Wolff also cited the lack of customer service during the pandemic as a catalyst for joining the ranks of the property service industry as an owner. He will serve as the location’s general manager, handling the day-to-day activities of the fencing company and ensuring Top Rail Fence St. Charles exceeds customer expectations.

Arnold is a native Missourian and has lived in the St. Charles/St. Louis area for 27 years. He is a graduate of Western Illinois University in Macomb, Illinois, and has worked in marketing and operations for several media companies and other large corporations throughout his career. He continues to work in operations for a large healthcare organization but eventually wants to spend the majority of his time growing his Top Rail Fence company.

Wolff worked in the financial sector and in corporate compensation where he managed the compensation portfolio for a 24,000-member sales and marketing staff. After working in corporate America for more than 16 years, Wolff decided to pursue his entrepreneurial interests and joined Arnold to open and manage the fencing company.

Arnold said he sees his company as a business with the capacity to grow quickly in his service area.

“This is the Midwest,” he said. “We have big houses and big yards and with big yards come big fences. There is a lot of new growth in this area. The little communities here have grown into bigger communities that now touch one another. There are new homeowners moving in all the time.”

Prominent local owners plan to build a community-focused fence installation business and create a legacy that can be passed along to future generations. 

HOUSTON — Top Rail Fence, the on-time professionals in fence design, quality, installation, and service, announced today that it has opened its Top Rail Fence Northwest Houston location owned by Brett and Tracy Bozeman.

The Bozemans hosted an introductory event on Tuesday at No Label Brewing Company in Katy, Texas to kick off their location’s grand opening.

“Fort Bend County is one of the fastest-growing areas in the United States and has been for the past 22 years,” Brett Bozeman said. “There are so many families moving in, and these families are buying homes and need fencing. We want to be known as the go-to location for their fencing needs.”

The Bozeman family is already well established in the Houston and Katy areas because of the family’s charitable outreach through the Bozeman Foundation. Tracy Bozeman served as an elected municipal utility company board member for more than seven years.

“We foresee ourselves continuing to be involved in area events like becoming high school sponsors or helping the community in other ways,” she said. “We have quite a large family and we’re interested in developing a legacy for the next generation.”

Both the Bozemans have spent their careers owning and operating several businesses. Brett Bozeman is a petroleum engineer who has led companies in the oil and gas industry while Tracy Bozeman has worked in insurance for 22 years. Brett Bozeman spent the majority of his life in the Houston area, and Tracy Bozeman has lived there for more than 19 years.

Top Rail Fence Northwest Houston is the second franchise location to open in Texas, bringing top-of-the-line quality and top-notch service to homeowners and businesses throughout the region. Mark Thorn will serve as the general manager for the Top Rail Fence Northwest Houston location.

Bennett has worked in the education, finance and management sectors and has had experience in the home service sector as a project manager in the solar industry.

Bennett comes from a large family and said he wants to extend his family-oriented background into his running of the business. He foresees his Top Rail Fence location becoming an integral part of the community.

“We have a close-knit and tight community feel here, and I want my Top Rail Fence location to become part of the fabric of this community,” he said. “I want to take what I’ve learned throughout my professional career on how to establish and maintain strong relationships with our suppliers, contractors and customers and build a company that the community is proud of.”
